Dear Senator Johnson,
As an actively involved citizen, some things have come to my attention. The trash on our roads is the worst I have seen in any state. It seems nothing is being done to stop littering and the abuse of our state's natural beauty as unsightly waste continues to pile up. I have already formed a group to clean up sections of road near where I live, but I can't possibly fix the problem on my own. Please, develop penalties for littering to stop this trash build-up, so our state will stay beautiful.
